Crooked sewer workers severed the emergency phone hotline between Beijing and Moscow when they stole copper cabling during roadworks in Kemerovo, southern Russia, officials have admitted.
The hotline - used in times of extreme international crisis like nuclear threats so Chinese and Russian leaders can talk instantly - went dead after tons of cables disappeared from the remote province overnight.
